Anyone remember SnowBro (Kent Hansen)? His name should sound familiar if you're into ROM hacking, considering he wrote almost every tool we have in our section. 3 years ago, he released Tile Layer for DOS. Now, he presents Tile Layer Pro, a Windows alternative with a ton of features. From the introduction:
Tile Layer Pro (TLP for short) is a program for manipulating graphics in various console formats. I've done my best to create a friendly design and program environment, which (hopefully) should be easy to get the hang of. Best of all, it's totally free... Which isn't that obvious, if you knew how much time I've spent on it. :-)
Here's the list of features:
  • Formats: 1BPP, NES, GB/C, VB, NGPC, SNES (3BPP/4BPP), SMS, Genesis (and a few others unofficially)
  • Edit more than 256 files at the same time, if your RAM is up for it
  • Fast, with no use of DirectX
  • Tile Arranger (tm), a separate window for arranging tiles in a desirable fashion, making them easier to view and edit
  • User-defined RGB, NES, GBC and SNES palettes with up to 256 entries for each ROM loaded, and conversion between these formats
  • Resizable windows (columns/rows can range from 8..64)
  • Tile flip x/y, rotate 90 degrees, shift up/down/left/right
  • Copy & paste, drag & drop tiles between files of same or different format (automatic conversion between all supported formats)
  • Can undo last 64 tile operations in each ROM window
  • Export & import bitmaps (4- & 8-bit un/compressed, converts 24-bit bitmaps to 8-bit)
  • Automatic checksum repair for GB/C ROMs
  • Zoom in/out (1..4x), optional gridlines
