All you have to do is grab the ChaoSaX RXL Patcher Here and then grab the RXL format patch in the Genesis Hacks section and patch the rom and go into debug mode and go to town. Also you can view the SRAM file afterwards to view some of the changes if you open it up in a hex editor. Also this patch requires you to Read the instructions carefully!
