SNES Amp 2.10 French

Top50 released a new version of the French SNES Amp plugin for Winamp. This patch brings it to the same version as the current English release. And the official what's new:
  • Full Translation of the plugin
  • Full translation of .hlp file that comes with it
  • Great Spimp installer (thanks Antires :) ) Find it on the SPC Utilities page.
