Mega-Edit 3 ported to Windows

drano writes: I ported a little utility to Windows called Mega-Edit 3, which allows you to edit the levels in the NES Mega Man 3 ROM. The previous version was for DOS, and didn't like 2K/XP, or my video card. This version has no added features over the DOS version, however in the future I will be rewriting the program, in order to achieve a more user-friendly interface.
