3 New Genesis Utilities

- ROM Converter v1.02: This is a simple utility to convert SMD ROMs to BIN and vice-versa
ROM Header Editor v1.0.3: A utility to edit the ROM headers of binary (.bin) Genesis ROMs
Gens HTML Help Wrapper v0.6.4: A complete up to date port of the Gens Official Manual to MS HTML Help with some enhancements, and a tiny wrapper to use with Gens
