This parallel-port driver supports quite a few joysticks, including
several console gamepads. There is rudimentary support for Windows 98 and ME, but the
author considers it for the brave.

I've used these drivers for years and I find they work flawlessly. Admittedly they take a bit of finessing to get the joystick emulation perfect at first for the PS2 controller, however thereafter you'll have no problems.
