Hello! Please help me to find utility that can make .NSF files from Nintendo ROMS!

I don't think I've ever seen anything that can do this automatically. I'd be surprised if your game has no NSF though unless it's some odd pirate game. What game is it?
 
TMNT Tournament Fighters. It's not listed in your NSF archive.
Tell me, is it necessary to using HEX-editors to make NSF file?

Holy cow, I used Akumu's archive to flesh out the NSF section, how the hell did I miss that? Uploading now.
 
Yes, it requires programming knowledge. You basically rip the bank with the music and set it up to be run by the music "driver" in the game.

Gil_Galad rips a lot of NSFs on a fairly regular basis:

One of these days I'll actually add them to Arc-Nova proper.
