mp3 license?

So my dad is having some problems. He is trying to convert wma's to mp3s and is getting told that he needs an mp3 license in order to do so. Anyone know what the hell that means or how to get around it?

Windowseses DMA shit? As far as I know DMA hasn't been cracked.

There's a program called Unfucker that'll remove DRM on some WMA files.

Most of the WMA's I've tried that on failed to crack. I usually just load the file up in fb2k, output to WAV then reencode as MP3.

Failing that, you can always use an audio patch cable. You might lose an insignificant amount of quality, but hey, this is WMA we're talking about.
