I've heard that Rogers (a quite large Canadian ISP) is possibly the worst ISP in the entire world to try and use BitTorrent on. I remember reading a topic about a few people with nightmare scenarios (download speeds dropping off no nothing, no level of encryption helping, needing to change ports every 10 minutes).
I actually use Orange Broadband (a UK ISP recently voted the worst in the country on Watchdog) and have never had any trouble with BitTorrent. Or anything else for that matter. They're a bunch of lazy bastards, but not malicious like some. They leave me alone with my connection, and we pay them for it. End of story.
