Hash sign is not encoded properly by script

When downloading file with name containing hash, it should be encoded to %23 but it is not being done. So browser treats the hash as HTML fragment tag instead of filename and cause failed file download. The following files in NEC and Sharp systems Music section are examples (Tested on Firefox 32 and IE11).
