If "most" people work office hours, then how do people get stuff done during office hours?

They don't. Or they rush around during their lunch break. Or use an hour of personal time. Or deal with businesses that stay open later during certain times. (For instance, some banks are open until 6 on one night a week, the local license bureau is open until 7 or 8 once a month, which usually involves them opening later in the morning.)

Yeah, I'm always a bit surprised at how many people are out and about during business hours.

I work from 8-4 so usually most businesses are open an hour or two after I get out from work. If they are nearby I can also usually get quick chores done during my lunch break. Worst-case scenario, you take half the day off and use personal/vacation time. Fortunately, most businesses have become more accommodating with their hours. Most banks and auto service centers in the area have extended hours on specific weekdays.
