Default Need a sound editing app. that can...

Add more bass, treble, tone, etc to mp3s so I can burn them on a cd with these adjustements. Anyone can help ?

before adobe bought them out, there was cooleditpro.

That's what I use, Cool Edit Pro 2.0. Great app for sound manipulation.

Audacity. Primarily handles WAVs (albeit that it opens near enough anything), but pretty sure that you can download the LAME encoder to use in conjunction and save directly back to MP3. Though don't hold me to that last part.

audacity or goldwave, goldwave is shareware though and limits you to so many edits per starting it up

Goldwave cost but its definitely worth it. http://www.goldwave.com/ You can torrent, Goldwave. but if you like it, buy it so they can stay in business.
