I think it is a bandwidth limit. Happened to me couple of time. I realized that I need to watch out the the bit transfer rate. Things like radio streaming, video streaming, downloads, and web surfing are all factors that leads to have your internet connection speed capped.

Yes, it is also known as Fair Internet Usage Policy. Things are expansive in this oil-stricken country.

It depends on what connection you are using and which internet provider you are paying for the internet.(DSL is different from ADSL, and which is different from HSPA, and which is different from EDGE and so on.)

Sometimes, the limit cap won't be noticeable while web surfing. As downloading web pages from servers are quicker than checking out youtube videos; which is, of course, streaming a video(35 MB) takes longer than downloading a webpage(1.5 MB).

Do you not agree?

Believe it or not there are families all over America who don't have computers. Some, particularly senior citizens, just don't have a need for one and others can't afford one. Some don't know how to use one and others are opposed due to religious beliefs.

And, of course, what she was *really* saying was "If you have Internet access..." which is a whole different thing altogether. Poor families may be able to come up with a cheap computer (I refurbish old systems and donate them to Good Will whenever the opportunity arises.) for their children to do their homework on but that doesn't mean they can afford Internet access. Other people live in areas where they only available Internet access is either crappy dial up or expensive satellite and so only use the Internet for things like email. Random Statistic: As of 2008, apparently 20% of Americans had never used email.

And I'm willing to bet that a good % of the people that fall into those categories shop at Wal-mart. It's possible that she'd encountered a few such people and was trying to deflect their negative response to an inability to take the survey (after all, you could randomly win $1000 for doing so) or perhaps she doesn't own a computer herself and was relating the information in the way that she would want to hear it. The statement certainly isn't as anachronistic as you think.

That's the boat my parents are in (and I was back when I was younger and lived with 'em). Part of the issue is that they are out in the middle of nowhere JUST ENOUGH for Time Warner (in this case) to just not care enough to run cable out onto their road. Heck, they had well water until probably a year ago.
