It might be useful to point out that BIOSes contain copyrighted information and, much like ROMs and ISOs, are illegal to distribute. It's entirely plausible that many people might not be aware of that fact.

Well, a hint isn't really needed. :P But yeah, it would be a good idea for you to tell people the specific rule and point to the rules sticky.

There is a sticky that says NO ROM BEGGING in the title. If people aren't going to read that, I doubt they're going to read anything else put up there. They apparently aren't even seeing it.
