I have tried playing both versions online, and those tracks are indeed present in the SNES version too.
Sega version:

Both versions have the same music (sounds slightly difference due to both consoles having different sound chips).
It's easy to reproduce the '25 cities' BGM, just play Scenario 5 with 4 players, and when it's Cao Pi or Sun Quan's turn get the other ruler to surrender (Cao Pi surrenders to Sun Quan or vice versa). End your play turn and you'll hear it.
The Emperor's secret letter event is randomly triggered, you need to have some luck/patience to trigger it.
