As far as I am aware, there are no editors for any of the Ninja Gaiden games.

I was working on an editor for Ninja Gaiden 2 years ago, but I lost all of my valuable level data... I had it in a notebook, and never got around to making a text document as a backup. Everything I found was by hand too. It still piisses me off.

Just thought I'd give you a quick hand.

$04010 - 16x16 block TSA data. 4 bytes per block. Format is top left tile, top right tile, bottom left tile, bottom right tile.
$05C10 - 32x32 block TSA data. 4 bytes per block. Format is top left block, top right block, bottom left block, bottom right block.
$00010 - Level data. Uses 32x32 pixel blocks. 48 dec ($30) bytes per screen. Data is defined from top to bottom, left to right. 6 blocks per column, 8 columns per screen.

Have fun, don't spend it all in one place, and if you need anything else, just holler.

Here's some more random stuff I found ages ago too:

Level 1 Attribute Data - 7010
Level 1 Enemy Position? - 9DA5
Level 1 Enemy IDs - 9DC0

The enemy data seems to be rather weird in this game, from what I recall.
