Default Converting a game from GBA to NDS: What would need to be done?

What would need to be done to convert a GBA game to a DS game? I don't have that much knowledge on the similarities and differences between the GBA and DS, and I'm having a hard time finding a place that lists the differences between a GBA and DS ROM. I assume that graphics displaying might need to be changed to print to either the top or bottom screen. I'd also probably need to make a filesystem (either an empty one or one with a DATA.dat or similar file). What opcodes would need to be changed to what, and what opcodes are not available? I know there's no magic silver bullet way to find-replace opcode A with B and get it to magically work, and I'm fine with that. I just want to know if someone insane enough could conceivable convert one GBA game to DS going only from the data in the ROM itself.

ARM7 apparently works differently between the GBA and NDS. Does anyone know the differences?
