I seem to have a lot of problem using older ROM hacking tools (I am using Windows 7 64-bit). Is there anything I can do short of making a dual boot with Windows XP 32-bit?

Are they old or *really* old? If they're DOS utilities, you should be able to run them in DOSBox.

For some of those old utilities, I used XP SP3 compatibility, also gave administrator privileges to both the exe and the batch file if needed. I got a lot to run that way. As InVerse said, use DOSBox. You might even be able to get some to run using VirtualBox.
