I used a program called applocale. I tried to install it on my Win98SE but it is not compatable with it. What software that supports local Japanese for Win98SE.

If you insist on using Win98, get the Japanese version.
That's the only way you'll get it working.

Maybe it's an old machine to run old games ? I had a PC with Windows 95 that I've used for that.

I was conserned about getting WinXP a long time ago but it is too expensive. Even though I do save enough money to upgrade it, how do I suppose to backup all USER files and move them to XP. I don't have a single space to save all user files to the hard drive or the flash memory drive.

The reason why Win98 needs to support Japanese because I'm playing Rockman 7 8-bit and I keep getting those Error messages every time I shoot an enemy.

At least I tried anyway.

8-bit Rockman 7?
That one is just a broken hack of Mega Man 6 and has nothing to do with your locale.

alright well let's assume that you can't upgrade his OS for whatever reason.

Have you installed local East Asian support for Windows 98 SE?
