He isn't mute. In fact, he replies to some people (he kind of explains to lucca that marle vanished in 600ad), but no text for his speech is ever shown.

Kind of like Mario in all his RPGs.

I think that's done on purpose to help immerse the player in the game. Makes it seem like you're the main character as opposed to viewing the action from the third person so to speak.

Though I like the idea of having the translation having him speak. It'll give it a different perspective and allow dialogue between characters that wasn't possible before.

That's like why Link never speaks in the Zelda games...Mr. Miyamoto wants the player to become Link...in fact, his name came from him being the 'link' between the game and the player.

Seriously, I'm not making this up.
