Here's a method I've been using for a long time: First I dump an SPC from the very beginning of a sound effect in a game. Then I play it on my SPC player of my choice (I highly suggest SNESAMP), disable the sound channels until the sound effect is only left, and then I log it a a WAV file. Simple.
