Well...only thing I can think to say is pick a programming language and learn how to edit hex addresses with it. I know that's vauge, but I only wrote one tool. :P This one time, Atma told me a bunch of MMX offsets, so I made a quick editor for them. You can do some really funky stuff by changing the shot speed, shots 'shootable' at one time, etc. The dash speed is probably the most fun though.
