Niew64 was made to support N64 images with conversion from hex to ASCII/text to MIPS disassembly. I haven't used it to edit images as much as I have just about any file I liked experimenting with. As for features of course a couple are extra outside of the purpose of N64 image editing, but I prefer this thing over the $200 VEDIT hex editor. To me it is the equivalent of 010 Edit except it's a console app and it's free.

Niew64 is definitely descent, and it's the best freeware one I know of.
