To answer your questions:

1. No. A game's music is designated for that game's coding only. However, if you're that good of a programmer, then go for it.

2. No and maybe. MP3s are encoded at a much higher bitrate then the NES sound hardware can handle. As for MIDIs...it may be possible, though MIDIs would be better suited for SNES hardware than NES hardware.
