99% of arcade games are compressed. In order to make the changes of which you speak, you'll have to figure out what compression system the game in question uses and write custom utilities to decompress/recompress the data. The only way someone can point you toward how to do this is to put dozens of hours of work into it themselves, at which point they're unlikely to just hand over all the work to you on a silver platter. Your best bet is to pick up a more productive hobby.
