I can change the joystick input for games, but is there a way to save the changes? Or do I have to change the input everytime I open the game?

So I got my first laptop. I put MAME on it and found something odd. Whenevr I hit shoot/attack button a white circle flashes in the middle of the screen. It also has some slowdown. I'm guessing...
