The system is stated to come with both 1 remote AND 1 nunchuck dongle.
So you're set from the get-go with single player. Multi-player, you're on your own though... but then, that's pretty much been the case with all systems past the SNES/Genesis era (1 pack-in controller).
If someone's only interested in games that don't require the dongle, they're not being forced to pay extra for it (they can just buy additional remotes only). Furthermore, since the analog sticks are more prone to wear than anything else on a controller (or so it seems from my experience including N64, PSx, & GC controllers), if your analog stick goes to hell, and you want to replace it (by buying a new one), you only have to buy the (cheaper) dongle, rather than a whole new controller (as with N64, PSx, GC, etc.).
I'd expect that some stores may offer a package deal on the controllers (i.e.: buy both and save $5 or something along those lines).
In the end, I don't see how having the option to only buy what you want is such a bad thing. Take the PS2.. I could care less that it plays DVD movies. With a standalone player of higher quality, it wasn't a selling point for me at all, and did nothing to justify the cost at launch in my book. Sure, I own a PS2 now, but only after the priced dropped to what I would have paid for the console without the DVD movie support in the first place.
