Ok so a friend of mine says he dl's all his emulators from this site and he never had a problem, mind you i live like 10 min away from him. so i try and i get a " this download is not available in my country!" message. if anyone can help me with this that would help alot.... thanks

Not even sure why that's there in the first place.... as policy, ZD is not supposed to be hosting commercial roms. So I'm glad you're not able to download it!
(For the record I get the same message here in the USA... maybe that's just an idiot message for "sorry, no links to commercial roms!")
