It's a bit amusing watching how the government easily gets away with things that would get any normal person or organization prosecuted to the fullest extent of the law.

Blackmail?
Why not, after all, it doesn't really matter if a few million people suffer as long as we get the point across, you will obey the US, or else...

Indeed, brainwashing functions at it's absolute best when it goes unnoticed (I'd mention Fox News here but they hardly go unnoticed), and to quote the awesome movie 'Usual Suspects':

Spread fear among the populace, make them so insecure to the point where they are reluctant to walk the streets outside their own home, and then step up on the pedestal as the fûhrer, the strong savior which will guide you through the valley of darkness and free you from all evil.

Well, you know, it really depends on the conditions in question if you ask me. If they had to sacrifice a hundred virgins I don't think many would call it neither 'free money', nor accept it.
And besides, the 'free money' we're talking about often already came out of the pockets of whom they give it to, it's not like the US hasn't exploited that countries has billion dollar bills to them, though that's a bit of a generalization.

I don't think it qualifies as blackmail, at least not by the dictionary definition. It is, however, rather unsettling that the moral high ground can be bought nowadays.

That's pretty incoherent, but I'm going to guess that the "hungry people" are those suffering from the lack of US aid and the "corrupt leaders" are those who don't want to grant the US immunity.

Whether or not the ICC is effective at enforcing international law is an open question, but I really don't see how you can call the leaders "corrupt" for supporting it. Corruption usually refers to a problem with leaders doing ethically questionable things for their own personal gain. Unless you can demonstrate that these leaders are somehow being paid to oppose American immunity, your accusation really doesn't hold water.

Well, bear in mind I'm also working off of nothing. I gave a vague answer to an otherwise unknown question (I actually shouldn't have posted, but I'm passed that now). I'm not sure why Saturn posted a site that requires registration. I'm always afraid registering for anything online means mass spam mail later. Maybe if I knew the countries in question and the terms on which aid is denied.
