I'm not really sure what you are asking.
There are no programs with which to create your own multi-cart out of existing ROMs. You would have to learn the 6502 Assembly programming language and code your own menu. If you need a custom multicart badly enough to do that, you can find many resources related to the 6502 microprocessor at 6502.org
