Is there a program out there that will let me import NES music files into an NES game?

Such a tool can't exist unless it's game specific. There's no fixed music format for the NES. NSF files are no similar to each other than NES roms are to each other (in fact... NSF files are just portions of the ROM ripped and put into different files).

Any music hacking you want to do you'll have to do the old fashioned way... unless there's a game specific utility for it (although I'm not aware of any currently for any NES game)

Well... figuring out the game's music format, breaking out a hex editor and recomposing the songs by hand. Very possible (and depending on the format, it might not be that hard), but it's very tedious.

There's already SMB hacks out there that changed the music... so the format for that game might be documented somewhere, but it might be hard to find.

Yes the format was figured out by Necrosaro and is on romhacking.com (http://www.romhacking.com/)
