They only apply to fixed stages and map objects (eg. NOT the End-of-World Ship, or Hammer Bros., but all numbered Stages, Sub-Fortresses, Map Locks, and Map Rocks.) As one would expect, the Luigi codes are redundant in a 1-player game. Almost. Whereas who completed a stage is quite important in a 2-player game - in case they run out of lives, have to continue, and then must battle through the stages they previously completed - in the case of map objects, such as a Map Rock you smash with a hammer, once this has been smashed, it doesn't matter who smashed it - it's gone forever. And so, even in a 1-player game, if Mario smashes a Map Rock, both Mario's and Luigi's code will be activated. Note that the same equally applies to Sub-Fortress and their respective Map Locks... Once a Sub-Fortress is completed, and the Map Lock gone, neither reappear, even if the player who completed the Sub-Fortress subsequently dies. ========================= World 1 Stages Completed: Value changes also cause frequent crashes when going from one Stage/Zone to another, so the obvious conclusion would be that 7E1DFExx-7E1E03xx contain 6 - or possibly 12 - parameters that uniquely determine specific Stages or Zones of Stages (in some way).
