Anex86 is a PC98 emulator for Windows that surprisingly has a GUI that's in English, so you don't have to blow your mind trying to figure out what you're doing. It ran at frameskip 5 or something on the Pentium 120 I tried it out on, but if you have a newer computer you should be fine. I don't know about the legality of the ROMs for these emulators, though, so you will have to find them yourself (it's not that hard).
You might want this Japanese font if you like something else than jibberish showing up when you play games.
