Mame32 Plus! v0.88u4

Mame32 Plus! is another MAME derivative. It was updated for v0.88u4 with the following changes:

Updated to MAME 0.88u4
Namcos1 video update
Crbaloon sound update
Added configuration entries for hiscore.dat and localized datafile directory
Load localized datafile first
