GSdx9 v0.4

GSdx9, a graphics plugin for Playstation2 emulators has been updated recently! Here is what's new:

Expect some nice speedups where there are many texture transfers between pcsx2 <-> gs and gs <-> video card. (the last two numbers on the title report these)
