Galaga Single Arcade Beta 4

- ZERO frameskip (it was at 5 last time)
- high sample rate (44kh)
- pvr streached display true sample support less or no static
- analog control support along with dpad
- due to the use of the pvr video mode there is slow down
- game runs at 104% to 86% depending on how much is on screen
