I jus recently got paper mario but its been acting funny. At some points the forground jus starts flashing on an off and sum battle animations look odd.....could this be the rom or do i need a diffrent video plugin, i currently use Jabo's3D71.40

In case you didn't notice the "Status" column in Project64... Status: Issues (Plugin)

Then if you right click it and go to "Edit Game Settings", switch to the "ROM Notes" tab, you'll find: [video] flicker, slow in places. errors in menu

...also, I think it's widely accepted that Jabo's D3D6 plugin is by far more compatible than the D3D7 one.... Just FYI.
