Recently my old modem was zapped by lighting, the rest of the computer was fine, except for the monitor which also got fried. So anyway, I took my computer to the local computer repair shop and he replaced the old modem, he had to restart the motherboard to do so, and only charged me $20.

Well, the new modem (a Motorola SM56 Speakerphone modem) already has some issues, firstly, it connects at a slower speed than the old one, 53.2k vs. 50.6k (I'm on dial-up because DSL is unavailable in my area). Not only that, if I try to burn a DVD while downloading a file, it will immediately stop downloading until I have stopped burning the DVD. Is there any way to fix this crap, or should I just exchange it for a new one?

hmm, it may be possible that the DVD and modem are having a resource conflict. I'm guessing DMA. Check the resources for any conflicting issues.

as for the slower connect speed, that doesn't seem like too much of a drop. did you try another telephone wire? It's possible that the strike might have fried the line up a bit. Also try connecting at another socket too. If that doesn't work, then perhaps you need to configure the modem a bit and do some tweaking.
