Just Some Questions

I am very very new to the ROM/EMULATION world. So my two questions are: Where do I go to download ROMS at? I know you are probably thinking to yourself who is this idiot? But I am looking for games that are translated such as Sailor Moon: Another Story and Live A Live, Star Ocean, you get the deal. And my last question would be is there a certain way to download the games and then run them in the emulator? Just downloaded ZSNES.
