I am new to the rom hacking scene and i wanted to start of small with nes or gameboy.Does anyone have a tutorial on how to create a rom editor. I want to learn how to create a program that can arrange objects and stuff like pokemon.

I'm not as advanced a rom hacker as some others around here, but I do know that's a hell of a task for a complete newbie to attempt. You will have to become very good at hacking a specific game manually before you can try to make a GUI for it. Find a game you like that has good documentation of what byte does what and what data is located where (also known as offsets) and practice changing things to see what happens.
