Found Romancing Saga 3 Hacks on another site:

Some notes:
-Entire Site is in Japanese. Translate using google first.
-May be NSFW due to some bad links there so be careful,
-The Zip files contain the patches and other Romancing Saga type Material only.
-Character Patches w/ .r3p as the extension, I don't know what patcher device to use to do apply the new characters
-Files in zip file are in a garbled language also.
-Do not use the RS3 English Patch with these, it messes up the ROM file.

This site is worksafe but only contains one patch to be used with the Japanese RS3 (You can't use the English patches with this either, Translate using google)
