1. I read somewhere it's legal to download roms for educational purposes. this sounds like BS to me, but is this in any way true?
2. If i go out to international waters and download roms, is that illegal?

Where will you get your internet? Not many wireless connections go out that far.

I think you should google "ROMs for educational purposes" and see what you get. That will answer your first question.
Your second question: Yes, it would probably be illegal. ROMs aren't exactly welcomed by the INTERPOL.

No, it's not. Its illegal unless they are public domain ROMs, which are usually crappy demos and screen savers.

Yes it's illegal, but this is the inna-net. No one is gonna tell on you.

Like Index said, it's illegal but I doubt you'll get arresetd for it. If you wanna be on the 'safe(r)' side of things, stick with older games.

In theory, you could use satellite internet. dont know how well that would work, though.

I used Satellite internet when I was on a cruise ship. It sucked booty and cost like 50 cents a minute.
