search ebay for wacom graphire, pry get one for $50 or less shipped. I bought one brand new a while ago for $100. people say they're crap but that's what everybody says about the cheapest stuff. works in xp, acts like a mouse, and also has either 256 or 65536 levels of pressure. get a used one for even cheaper.

I've got a friend with a graphire tablet, and she's loving it. The Intuos is said to blow it away if you can get one for something within your budget, though.
