I don't have much hacking experience, but if there is a program that I could use to do it, can I have a link?

There might be an text-dumping program for a specific game, but there is no general-purpose text-dumping program. I could go into how to go about dumping the text, but since you have no experience I'm not going to bother. If you want to learn, start with something simpler (nes/gb) and work your way up to GBA.

Incorrect. There are plenty of general-purpose text dumpers, but they require game-specific input that has to be generated by the user. Romjuice is my personal favorite.

Hexposure can do it, and reinsert it, but you'll need a table, and the text needs to be more or less in the same area for it to be worth it.
It even shows the unknown hex values like this(for example): <45> or <$45>, I can't remember.

Right you are, I forgot about those. It sounded to me like they wanted a program that opened any GBA rom and had a big "dump text" button that would do all the work. I wasn't thinking of the ones that require actual work.
