Hex Editor that displays foreign characters?

Hey,

I was wondering if there was a tool for looking and editing the Japanese text in japanese games.

If there's not, then anyone got a good method for translating, because I need one for my tutorial page and I kinda want something more...Original, rather than from a pre-made lesson.
