I just got a laptop and ran ZSNES and it was laggier and choppier than my desktop equivelent even after playing around with frame rates and vsync.

to compare the specs..
Desktop: Pentium 4, 2 ghz processor, 512 RAM, intel extreme graphics (integrated)

Laptop: Pentium M, 1.7 ghz processor, 512 RAM, ATI Radeon 9600 with 64 dedicated to video

I would figure the laptop specs should run it better but I guess not?
I ran Neomame and mame just fine.

Hm, it should run fine (you're not using graphical filters, hq3x especially, are you?)....I'd double check the autoframerate settings (try setting them to zero...if your laptop can run Zsnes at full-speed, and I'd think it could in probably all cases, it should be able to do so without dropping frames with this setting).

Also, what is the refresh rate of the screen? What games are you trying to test this out also?

that's peculiar. i run ZSNES on my 1.3 Ghz Pentium M, with a radeon mobile 7500, and i get a perfect 60 FPS.

tell us what settings you're using
