Not only people in car who do not respect signalisation panels will be arrested (Well, not arrested, but will have to pay. I just didn't knew how to say it) but also the walking people.. I think it's a good idea because a fuckton of people don't look on the road and go to the other side of the road anyway.

You realize pedestrians have NO rights in Quebec's traffic laws, right? As far as the law is concerned, the pedestrian is ALWAYS at fault. The guys from Quebec in school with me refer to pedestrians as "moving speedbumps".

And still, what the hell is up with the "No Right on Red" rule?

(and at the end of this rant, I STILL don't have a clue what you're talking about "Signalisation panels". Do you mean traffic signs?

So... If you ignored a "NO LEFT TURNS" (NE PAS TOURNER A GAUCHE... or whatever) sign before, nothing would happen? No fines, no getting pulled over?
