Is there a WinAmp plugin to convert .SPCs to .MODs?

No, but there is a DOS app here that can do it for you. I think it's called OpenSPC.

There should be an MS-DOS emulator here somewhere. Maybe another member could fill you in on some.

Need them for a game or something? Just wondering, I'm not sure of any programs that actually do it.

The problem is that XP doesn't seem to support commandlines. I can listen to .SPCs without a problem, but I can't convert them to .IT

OpenSPC works perfectly fine in Windows XP. People who claim XP can't run DOS applications usually don't understand how to run DOS applications.

The Open Command Window Here powertoy (Google it) is pretty handy for these kinds of thingsl
