He seemed kinda incoherent at times.

I think he was coherent enough. Just woefully misguided.

> Interview.
I kept hearing the Canadian President in South Park whenever he said, "Please, let me finish. May I finish? Can I finish?"
...
...
"Ok I'm finished"
The interviewer was kind of annoying with the interuptions though, I'd probably react the same way towards him.

This is a hit and run, empty words. Where did he seem incoherent? Quite a statement to shoot out with no examples or reasoning.

Q - And how do you see the handover going? The next few weeks are going to be crucial. Can democracy really flourish with the violence that's going on? A hundred Iraqis dead today, Mr. President.
THE PRESIDENT: I don't like death, either. I mean, you keep emphasizing the death and I don't blame you -- but all that goes to show is the nature of the enemy. These people are willing to kill innocent people. They're willing to slaughter innocent people to stop the advance of freedom. And so the free world has to make a choice: Do we cower in the face of terror, or do we lead in the face of terror?
I agree with this. I also got to listen to parts of this, and the interviewer was horrible... the interuptions were annoying. People harp on the death toll as if it's the fault of President Bush, and no the fault of the terrorists commiting the act. What we're seeing only reveals the evil we're dealing with here.

I may be remembering this wrong, but wasn't that also a Ross Perot thing?

PEROT: May I finish?
BLITZER: Yes. Go ahead.

He also said "Let me finish this one statement" two more times in that very interview.
Edit: In case you were refering to South Park episodes parodying him, then no, I don't know if they did him too. 8)

I didn't mean to insult your true love, I apologize. I suppose it would have been more accurate to say that he didn't seem very well spoken. That's just my opinion, it's hard to put my finger on what I mean and I am poor at describing things so examples won't do me any good.
