I have this incredible umpc which is a full pc which has windows xp pro service pack 3 installed, I got these emulators to run gens, gens+,mame, fba, gba,no$gba, visual boy advance,snes,n64,genesis,gamegear,master system, mega cd,sega model 2,cps3.

I got sony psx to work but most games have choppy sound and gameplay tends to slow down when this happens, and wibrain doesn't support opengl, can anyone help me on this how to get this emu working properly, the emulator i'm using is epsxe 1.7 version.

I presume it doesn't support DirectX either? What are the actual specs of it? There might not be much you can do...as far as plug-ins if no 3-D acceleration is possible, I'd try Pete's PEOPS software graphics plug-in.

or pSX (http://psxemulator.gazaxian.com/), since that uses software rendering as well.

Well, yes...I just tought PEOPS might be faster. Now that I think though, I'm unsure if that'd be the case anwyay.
